People Against Substance Abuse is a George-based nonprofit organisation that equips young people with knowledge, life skills and a stronger sense of personal value and purpose — helping them make informed choices long before a crisis begins.
A response born in George
"It is easier to raise strong children than to repair broken men."
When Freddy Trout relocated to George in the Eden district of the Western Cape, he was struck by the contrast between the region's natural beauty and the devastation substance abuse was causing among youth, adults and families.
In August 2006 he launched the PASA initiative. In 2008 his youngest brother, Wayne Windvoël, joined the organisation after recovering from a ten-year substance dependency — a personal experience that grounded PASA in both prevention and hope.
PASA was registered as a Non-Profit Organisation by the Department of Social Development in 2009 and received Public Benefit Organisation status in 2012, enabling it to issue Section 18A tax certificates. It is also a BBBEE Level 1 contributor.
Since then, PASA has expanded from George into communities across the Western Cape and beyond — delivering prevention and life-skills programmes to schools, businesses and communities, and travelling nationally by invitation.
